New Tasmanian Based Independent Crash Analysis Expert Firm – (Sponsored Content)

30 September 2026

Who are we?
For Adam Hall and Adam Lloyd, crash analysis was not merely a technical component of their law enforcement careers, it was a true professional passion. They both self-funded extensive advanced crash reconstruction training, enabling them to obtain the Australasian wide recognised qualification of a Diploma of Road Crash Investigation and Analysis (10406NAT). This further enhanced and cemented their recognition as expert witnesses within the Tasmanian Court systems.

Through this knowledge, they led Tasmania Police towards further professionalising the Crash Investigation Service, introducing modern Australasian wide practices to the capability. They were instrumental in developing and running the Tasmania Police Basic Crash Investigation Course, training future crash investigators in basic techniques. They introduced stringent critical peer review for all crash analysis files, ensuring that errors were minimalised and files met standards that were of expert standard. They were instrumental in introducing modern technology-based capabilities, including the Vericom accelerometer / decelerometer computer, Bosch Crash Data Retrieval (CDR) system, Trimble S7 Robotic Total Station and professional development training for each of these systems.

Upon concluding their service with Tasmania Police in 2025, they recognised a significant gap in the Tasmanian market for independent crash analysis expertise. Identifying the need for a locally based firm to support both Tasmanian and interstate legal professionals with crash analysis matters specific to Tasmania, they established the partnership of Tasmanian Independent Crash Analysis Specialists (TiCAS).

With unique knowledge that can only be obtained through decades of conducting thorough crash scene investigations and crash analysis as police officers, the partners offer a truly unique service to all who may need their expertise. They have a comprehensive understanding of crash scene investigation and analysis, to an expert level. The interpretation of scene evidence is crucial when conducting any form of investigation or crash analysis. Through extensive mentored training, study and peer reviewed application during investigation, both partners have developed their investigative abilities to meet the stringent requirements of expert witnesses. Their dedication to conducting impartial, peer reviewed and evidence driven analysis, underpins the foundation of TiCAS.

Crash analysis is inherently technical and complex, often presenting challenges for those unfamiliar with its methodologies and terminology. The field is highly data-driven, and a lack of understanding can easily result in misinterpretation. Incorrect interpretation of road evidence and the subsequent application of incorrect data, can lead to flawed conclusions—summarised by the principle: “Poor Data In = Poor Data Out.”

Hall and Lloyd founded TiCAS to introduce a truly independent perspective to crash analysis. As the name suggests, TiCAS operates as an entirely independent crash analysis firm based in Tasmania. With the partners having over 40 years of combined law enforcement experience in crash analysis and being the only holders of Diplomas of Road Crash Investigation and Analysis (10406NAT) currently practicing in Tasmania, they both exemplify TiCAS’s commitment to expertise.

TiCAS adheres strictly to principles of procedural fairness and natural justice and conducts analysis that is free from both investigative and adjudicative bias. The partners follow best practice principles, including rigorous peer review and compliance with the Expert Witness Code of Conduct in all reporting. Both partners have been recognised as expert crash analysis witnesses in the Supreme, Magistrates, and Coroners Courts of Tasmania. Having conducted thousands of investigations across a wide range of motor vehicle types, both partners are well situated to identify best practice standards and to provide expert opinions on causative factors in crashes.

Hall and Lloyd are proficient in all aspects of crash analysis and apply that wealth of knowledge to ensure that every investigation is conducted using contemporary techniques. TiCAS is committed to delivering cost-effective, clear and concise crash analysis reports, written in accessible language so that clients—regardless of their technical background—can understand and utilise the findings. A TiCAS report works on the principal of being Jury and Judicial friendly, making our reports easy to understand, even if the formula and crash reconstruction components within the report are less so.

The TiCAS expertise extends to interpreting technical aspects such as reconstruction reports, mapping data, and supplementary restraint system (SRS) airbag module downloads. With decades of experience in preparing law enforcement reports, TiCAS is uniquely situated in a position where both partners can easily interpret all forms of law enforcement reporting, as it relates to crash investigation and analysis.

TiCAS reports will provide data that is evidence backed and presented in a fair and equitable manner. TiCAS provides independent and confidential reassurance, that is essential in legal and investigative contexts. Based in the south and north west of Tasmania, TiCAS provide a truly local capability, making TiCAS the most cost-effective crash analysis experts for the Tasmanian community.
